My Hero Academia, like many other Shonen manga series, takes periodic breaks to allow the mangaka time to rest. Chapter 421 might have been delayed due to this scheduled hiatus. In this case, it’s likely that the delay was to give the mangaka, Kōhei Horikoshi, a break from their busy schedule. This break often occurs approximately every three weeks.
Like most Shonen manga, My Hero Academia too goes on a brief rest about each three weeks. This is done so as to donate the mangakas a well-deserved break from their boisterous plan. MHA went on a brief rest after the back-to-back discharge of chapters 418, 419, and 420.
